云龙县地方税务局税收征管系统设计

摘 要

　　基于 JSP 的云龙县地方税务局税收征管系统的设计与实现税收征管是我国财政收入的保障性工作之一，做好税收征管的信息化建设任重而道远。当今世界经济快速发展，每个国家在信息化建设方面均取得了极大成就，税收征管工作是税务工作当中非常重要的环节，在传统的税收征管工作中，主要通过人工进行管理，随着软件系统应用的普及，云龙县地方税务局在税收相关的软件系统的应用上也在不断的创新发展，取得了一定的成绩，某些领域通过建立自己的本地系统实现了部门内部系统资源共享，达到与管理的协同配合，但是这种系统的功能一般比较单一，数据提交上来以后，很多都存储在本地，上级税务部门如果需要对应的相关材料，在较短的时间内较难实现。本系统的开发是在分析了当前云龙县地方税务局税收征管工作以后提出的，因此开发的系统符合云龙县基层税收工作的需要。系统开发立足于当前工作实际，重点解决税收管理工作中遇到的各种问题，促进税收管理工作规范化建设，重点解决目前税收管理的征管难题，加强税收征管的全程监控，实现自由的缴税历史记录查询等内容。

　　在本文中所介绍的系统就是基于上述问题而设计的，通过和税务工作人员进行广泛的交流学习，借鉴国内外的成熟案例，进一步结合云龙县目前税务部门的数据中心配备情况，设计了一套基于 JSP 的云龙县地方税务局税务征收管理系统。本系统开发的目的就是要解决上面介绍中遇到的各种税收征管工作中的问题，通过系统能够实现对税收征管工作的有效监控，对税收征管工作全程规范化、流程化的管理思想，通过系统的在线功能实现用户的注册功能、缴税功能、系统监控功能以及各种查询功能等。通过系统的应用优化目前在税收征管中所存在的流程复杂问题，使税收征管工作做到透明、公开、信息提醒与有效监控。

　　本系统开发完毕以后要在云龙县地方税务局进行使用，通过系统使用改变目前云龙县税收征管工作的现状，使征税工作以互联网申报为主，实现纳税人注册，税收提交到对应税收部门进行审核，然后进行上报的过程，同时在这个过程中加强监管力度，提高税收征管工作效率，期望对云龙县税收工作的发展起到推动作用。

Abstract

　　Tax collection and management is one of the safeguard jobs of our country's fiscal revenue, it is still a long way to go to do well in information construction of tax collection and management. As today's world economy is developing rapidly, each country has made great achievements in information construction, tax collection and management work is a very important part of taxation work, in the traditional tax collection and management work, it is mainly managed by people, with the popularity of software system application, Yunlong County Local Taxation Bureau is continuously innovating and developing in the application of the tax-related software system and has made certain achievements, moreover, some areas have realized internal department system resource sharing through the establishment of their own local system, and achieved the coordination with management, however, the function of this system is generally relatively simple, after the data is submitted, many of them are stored locally, if the tax department of the higher level needs corresponding related materials, it is more difficult to achieve in a relatively short period of time. The development of this system is proposed after the analysis of tax collection and management work of the current Yunlong County Local Tax Bureau, therefore, the developed system complies with the needs of Yunlong County grass-roots tax work.

　　System development is based on the current work practice, and it is to focus on resolving the various problems encountered in the tax administration work, to promote the standardization construction of tax administration work, to focus on solving the current tax collection and management problems, to strengthen the whole process monitoring of tax collection and management work and to realize the free inquiry of tax-paying history record and so on.

　　The system introduced in this paper is designed based on the above mentioned problems, through extensive communication with the tax staff, drawing lessons from the mature cases at home and abroad, as well as further combining with the equipping situation of data center of current Yunlong County tax department, a set of tax collection and management system of Yunlong County Local Taxation Bureau based on JSP has been designed. This system development aims to solve the above described problems encountered in the various tax collection and management work, effective monitoring of tax collection and management work can be realized through such system, management thoughts of full standardization and process of tax collection and management work can be also achieved, additionally, through online function of the system, the user's registration function, tax function, system monitoring functions as well as various query functions can be achieved. Through the application of the system, complex process problems existing in the current tax collection and management will be optimized, making tax collection and management work transparent, open, information alert and effective monitoring.

　　After the completion of the development of this system, it will be used in Yunlong County Local Taxation Bureau, the use of this system will change the current status of Yunlong County tax collection and administration work, making taxation work dominated by the Internet declaration and achieving the process of taxpayers registration, tax submission to the corresponding tax department for audit and then reporting to a higher body, meanwhile, in this process, strengthen supervision and improve the efficiency of tax collection and management work, it is expected to promote the development of Yunlong County taxation work.
