化肥公司生产管理系统

摘 要

　　随着我国全面推动供给侧改革，产业结构调整进入到实质性阶段。化肥行业产能过剩，需求不足，各项优惠政策退出，环保风暴倒逼行业转型升级。X 化肥公司是一家大型化肥生产企业。面对环境的新变化，该公司提出以市场需求为导向，生产适应市场需求的差异化产品战略。然而，随着 X 化肥公司规模扩大，生产管理系统中的问题日渐凸显，存在着管理职能不完善、管理边界不到位，管理职责不清晰，人员配置不合理等诸多问题。为了适应发展战略，如何对生产管理组织结构及主要流程进行优化，建立满足集团化生产管控需要的生产管理系统是X化肥公司亟待解决的问题。

　　本文在收集整理大量文献资料的基础上，以流程优化为理论依据，借鉴国内外生产管理系统的成功实践，研究了 X 化肥公司生产管理系统优化策略。首先，分析了 X化肥公司生产管理系统与公司战略需求现状，揭示了目前生产管理系统与该公司战略不匹配的问题。其次，优化 X 化肥公司生产管理系统的组织结构，增设了能源管理、设备管理、质量管理、生产协调与计划等职能部门。并整合该公司磅秤计量、仓储管理、计量检测和化验分析业务模块，确立了生产安全管理模式。进而，结合 X 化肥公司组织结构，对增设职能进行人员配置、明确职能定位、界定工作职责、建立管理制度、优化工作流程。最后，优化 X 化肥公司的主要业务流程，并分析和建立生产管控运营监控机制，以保证生产管理系统的运转有效，为 X 化肥公司战略实现提供有力的保障。

　　本文的研究特色与创新之处主要表现在以下三方面: ①基于 X 化肥公司生产管理系统的现状分析，揭示了生产管理组织结构与流程中存在的问题；②通过增设能源管理、质量管理等职能部门，优化了 X 化肥公司生产管理系统的组织结构；③在新的组织结构下，设置了各个职能部门的岗位和工作职责，并梳理各个生产管理流程，提供X化肥公司生产流程优化策略。

　　本文的研究将不仅为 X 化肥公司提供一套可操作的生产管理组织结构与流程优化的实施策略，而且为其他同类企业生产管理系统的优化提供理论依据与分析途径。

Abstract

　　As Chinese government fully promoted China’s supply-side structural reform，the industrial structure adjustmented into the substantive stage. The fertilizer industry was facing overcapacity, lacking of demand, preferential policies withdrawing, this industry was forced to upgrade because of severe environmental inspecting. X fertilizer corporation has combined with their own advantages，took the initiative measures to adapt to the changing external environment, and proposed the production must be guided by market demand, continuously produced different products that can meet the needs of market. However, as the corporation grew, the management problems of production management system were increasingly prominent. There were some imperfect management functions the production management of X fertilizer corporation such as management boundaries are not in place, management responsibilities are neither clear nor certain, staffing unreasonable and many other issues.

　　Therefore, it was necessary to consider how to optimize the organizational structure and main processes of production management, in order to adapt to changes in company's development strategy. X fertilizer corporation established effectively production management system to meet their group production control needs that was an urgent problem to be solved.

　　This paper was based on the process optimization and the successful practice of domestic and foreign production management system, it systematically studied the optimization strategy of X production management system. Firstly, the paper analyzed the current situation of X production management system and the corporation's strategic demand, and revealed the existing problems of production management system and company strategy mismatch.

　　Secondly, it optimized the organizational structure of X fertilizer corporation production management, by adding energy management, equipment management, quality management,production coordination and planning functions, integrating the company's scale measurement,storage management, measurement testing and laboratory analysis business module and changing the production safety management model. Then, the system optimization study combined with the organizational structure of X fertilizer corporation, through establishing additional functions for staffing the additional functions, clarifying the function orientation,defining job responsibilities, establishing management system and optimizing work flow to optimize management system. At last, in order to ensure the operation of the production management system is effective, the author optimized business process of X fertilizer corporation, analyzed and established the production control operation and operation monitoring mechanism, and provided a strong guarantee strategy for the X fertilizer corporation.

　　The main features and innovations of this paper were as follows: firstly, the study was based on the analysis of the current situation of production management system of X fertilizer corporation, it revealed the problems existing in the organizational structure and process of production management. Secondly, it added energy management, quality management and other functional departments to optimize the X fertilizer corporation's production management organizational structure. Thirdly, in the new organizational structure, it set up various positions and job responsibilities for each functional department, and combed the various production management processes, to provide X fertilizer corporation production process optimization strategy.

　　The research of this paper was not only provide a set of operational strategy for the management of organizational structure and process optimization, but also provide the theoretical basis and analysis way for the optimization of producting management system for the other similar enterprises.

　　本文以流程优化为理论依据，借鉴国内外生产管控的成功实践，系统地研究了 X化肥公司转型期生产管理系统优化策略。首先，分析了X化肥公司生产管理系统与公司战略需求现状，找出了目前存在的生产管理系统与该公司战略不匹配问题。其次，结合X化肥公司战略发展方向，优化生产管理系统的组织结构，增设能源管理、设备管理、质量管理、生产协调与计划职能，整合该公司磅秤计量、仓储管理、计量检测和化验分析业务模块，改变生产安全管理模式。进而，结合X化肥公司组织结构，对增设职能进行人员配置、明确职能定位、界定工作职责、建立管理制度、梳理工作流程、实施比较管理、绩效考核激励机制。整合模块管理优化通过实施业务流程改进、服务意识和标准提高来推进。安全管理通过改变管理定位、优化管理流程、实施新的激励方式来实施。最后，优化了X化肥公司的业务流程，并分析和建立生产管控运营监控机制，以保证生产管理系统的运转有效，为X化肥公司战略实现提供有力保障。

　　研究方法及框架

　　本文通过采用文献检索法、同行企业管理对标法、企业内部管理对比分析法和总结改进法，对该公司生产管理系统现状进行全面分析研究，指出管理上存在的问题及改进方向，切实寻找优化管理系统的方法。

　　1. 文献检索法

　　采用文献检索法，查阅了管理系统优化相关文献着作，系统地了解先进生产管理理论及发展趋势，熟悉流程制造企业生产管理系统优化改进方向，为本论文分析研究提供借鉴。

　　2. 管理对标法

　　对同行化工生产企业生产管理系统运行模式进行对标分析，充分借鉴国内同行先进生产管理方法，为该公司生产管理系统优化研究提供案例支撑。

　　3. 对比分析法

　　采用对比分析法，分析该公司生产管理系统与公司战略需求现状，找出了目前存在生产管理系统与公司战略不匹配的问题，并结合该公司战略发展方向，优化生产管理系统的组织结构，明确各职能模块的管理定位，确保优化的管理系统管控流程精简，管理职能更有弹性，管控效率更高效，通过科学管理实现该公司生产“合法、合规、合理、和谐”。

　　4. 总结改进法

　　通过对该公司集团化管控生产管理系统运行方式存在问题进行分析、总结，多个管理职能模块实施“分块优化、总结完善，并行开展、全面提升”。最终，达到整合模块改进业务流程、提高服务意识和标准的目的。本文研究框架结构如图1-1所示：
